WaterSMART: Title XVI Congressionally Authorized Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024
The objective of this Notice of Funding Opportunity (NOFO) is to invite sponsors of congressionally authorized water reclamation and reuse projects to request cost-shared funding for the planning, design, and/or construction of those projects. This NOFO will be used to allocate existing program funding and available fiscal year (FY) 2023 enacted appropriations. FY 2023 appropriations include $60 million for the Title XVI Program, a portion of which is being allocated through this NOFO.

WaterSMART: Title XVI WIIN Act Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024
The objective of this NOFO is to invite sponsors of eligible water reuse projects to request cost-shared funding for planning, design, and/or construction of those projects. To be eligible for funding under this NOFO, the project must have a completed Title XVI feasibility study submitted to Reclamation for review by November 7, 2023, for applications submitted under the first submittal period and by August 30, 2024, for applications submitted under the second submittal period.

WaterSMART: Large-Scale Water Recycling Projects for Fiscal Years 2023 and 2024
Through the Large-Scale Water Recycling Program, Reclamation will provide up to 25 percent (%) Federal cost share, with no per-project Federal funding maximum, to water recycling projects that have a total project cost greater than or equal to $500 million. Large-scale water recycling projects will play an important role in helping communities develop local, drought-resistant sources of water supply by turning currently unusable water sources into a new source of water supply that is less vulnerable to drought and climate change.

CHIPS Incentives Program – Facilities for Semiconductor Materials and Manufacturing Equipment
The CHIPS Incentives Program aims to catalyze long-term economically sustainable growth in the domestic semiconductor industry in support of U.S. economic and national security. This is the second Notice of Funding Opportunity under this program and seeks applications for projects for the construction, expansion, or modernization of commercial facilities for semiconductor materials and manufacturing equipment for which the capital investment falls below $300 million.
Funds made available under the CHIPS Incentives Program may be spent only on eligible uses, which include the costs to:
• finance the construction, expansion, or modernization of a facility, or equipment for that
facility
• support site development and modernization for a facility
• support workforce development for a facility
• pay reasonable operating expenses for a facility, as determined by the Department.

2023 Clean School Bus Rebates
With funding from the Bipartisan Infrastructure Law, EPA’s Clean School Bus (CSB) Program provides $5 billion over five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models. In Fall 2023, EPA opened the 2023 CSB Rebates program; EPA expects to award at least $500 million in funding under the 2023 rebate program.

Technical Assistance and Training Grant Program (TATFY24)
Funds may be used to pay expenses associated with providing technical assistance and/or training (TAT) to: Identify and evaluate solutions to water problems relating to source, storage, treatment, or distribution; identify and evaluate solutions to waste problems relating to collection, treatment, or disposal: assist applicants, that have filed a pre-application with RUS, in the preparation of water and/or waste loan and/or grant applications; and/or provide technical assistance and/or training to water/wastewater system personnel that will improve the management, operation and maintenance of water and waste disposal facilities.

Communities LEAP (Local Energy Action Program)
The DOE Communities LEAP (Local Energy Action Program) aims to facilitate sustained community-wide economic and environmental benefits primarily through DOE’s clean energy deployment work. This opportunity is specifically open to low-income, energy-burdened communities that are also experiencing either direct environmental justice impacts, or direct economic impacts from a shift away from historical reliance on fossil fuels. Under Communities LEAP, DOE matches selected communities with technical assistance providers who assist them with bringing their clean energy planning and economic development vision to life.

Lab MATCH provides an opportunity for innovators and entrepreneurs from diverse backgrounds to work directly with national labs and their researchers to accelerate technology commercialization.

Climate Program Office (CPO), Climate Adaptation Partnerships Program FY2024
The Climate Adaptation Partnerships (CAP) program in the Climate and Societal Interactions (CSI) division of the Climate Program Office is an applied research and engagement program that expands society’s regional capacity to adapt to climate impacts in the United States. The CAP program supports sustained, collaborative relationships that help communities build lasting and equitable climate resilience. Funded by 5-year cooperative agreements with NOAA, the work is accomplished by teams of research institutions, nonprofit organizations, and state/local/Tribal governments in multi-state regions. CAP teams engage in a variety of applied and co-developed research and partnerships with communities. A central tenet of the CAP program is that learning about climate adaptation and resilience is facilitated by and sustained across a wide range of experts, practitioners, and the public. Learning about and doing adaptation happens within social contexts. As such, the CAP program supports networks of people working together to plan for and adjust to change using science and local knowledge.

Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products
The goal of this grant program is to support businesses that manufacture construction materials and products to develop and verify Environmental Product Declarations (EPDs), and to states, Indian Tribes, and nonprofit organizations that will support such businesses. This program seeks to improve transparency and disclosure of embodied greenhouse gas (GHG) emissions data associated with construction materials and products to facilitate the procurement of lower embodied carbon construction materials and products throughout the United States. Disclosure of embodied GHG emissions through the development of EPDs based on robust and comprehensive data will enable fair comparison of construction materials and products and facilitate procurement of these products with lower embodied carbon emissions.

RESEARCH PARTNERSHIP ON CLIMATE CHANGE AND TRANSPORTATION
The US Department of Transportation is announcing a funding opportunity for a Climate Change and Transportation Research Initiative to advance the research and technology needed to tackle the Nation’s climate and transportation challenges. The initiative will be led by a university or nonprofit and funded at $2.5 million in the first year, subject to renewal up to five years. US DOT seeks proposals focused on advancing research and technologies that support the Nation’s goals to decarbonize the transportation sector by 2050, strengthen resilience of the Nation’s transportation infrastructure, and address adverse environmental impacts created by the transportation system.
